Those who have not done USMLE Steps can do medical assistant jobs,research jobs,jobs in pharma sector,etc.

It is not easy to get those jobs.U need to have a proper visa so that u can be employed in those jobs.
For research jobs u can apply to post-doctoral postions available in different universities,but they will look for previous research experience.
