About Step-2CS And Visa Application

hi,
i failed twice last year to get b1/b2 visa.
because of that i had to refund my step 2 cs money back, even though i wanted to take exam.
i am gearing up myself this next months for visa trial.
i am confuse whether i need to take cs date first and then going for visa interview as it might required for support document at interview or without date, can i try for visa interview?
i am afraid because in refusal i will have to ask for refund and you know its cumbersome process. and your money lost in foreign exchange rate.
give me valuable reply.

U will have to apply for the Step-2CS exam again.Only then shall u have the valid reason to apply for a B1/B2 visa.U will need to take yur ECFMG visa letter with u to the embassy.
I know Fee refund is a cumbersome process but there is no option for u other than applying for the exam first.
