Transitional years can be somewhat compared to the 4th year of a US medical school. People do it to find out what kind of doctor they want to be, some use it as a safety net, and some do so because they want a spot in a specific city. They are flexible enough to allow for more speciality rotations than most med schools and also allow you to arrange for residency interviews.
These days, for the most part, transitional year programs are the same as medicine preliminary programs. The main difference is with a TY prog you get more electives.There r fewer months on the medicine floor which most people would equate with an easier year.
Some TY programs may,however,require a month of Surg or Ob-Gyn.
Most would consider TY the easiet, that is why in most places they are far more competitive than acquiring a Prelim Med spot.
Also, TY Programs usually do not sponsor visas,so it is an obstacle in the path of getting into a TY Program for IMGs.
The Mean USMLE Step 1 and Step-2CK scores of independent applicants,including IMGs,who matched in 2009 were 213 and 219,respectively.
The Mean number of abstracts, presentations, and publications they had were around 4.3 .Their Mean number of work experiences and volunteer experiences were 3.5 and 3.3,respectively.The Mean number of research experiences they had were 1.7 .

It was not in my self to apply to TY, but because I have no visa issue , my mind is thinking about it , so what is the easiest states or programs you know that accept the IMGs AND does this year count from the residency I mean from the payments when one starts the catigorical position and lastely which one is easier the priliminary surgery ot TY as a bach-up .

As not many IMGs apply to TY programs so there is,as far as i know,little authetic data about the TY programs which r IMG friendly.But, i wud advise one to apply to the programs in Michigan,NY,NJ,Illinois,etc.The best thing wud be to look for the number of IMGs in the residents' profile of each program.
A TY Program year does not count as a categorical residency year.
Preliminary year in Surgery is far easier to get into than a TY program year.
