They r two and three digit score scales and not percentages or percentiles.
On a two-digit scale a score of 75 is kept as a passing score. The highest score possible on this scale is 99.
Then on a three-digit scale a score is chosen which corresponds to the passing score on the two-digit scale. For example,in Step-1 exam a passing score is 189.So, 75 and 189 r equivalent to one another. The highest score possible on a three-digit scale is 300 and I don't think that it has been so far achieved by anyone. The highest three-digit score achieved by anyone is 280 so far.The three-digit-score gives a further analysis of a test-takers performance. This score is more important.
I hope it is clear to u now.
Good luck!
