regarding ask-question, you can prepare and appear for step 1 and ck ianywhere outside USA....

U can appear for Step-1 after completing the first two years of the medical school.
I won't advise u to do so.My advice to u will be to take the USMLE Steps at the ebd of yur Internship or right after u have finished yur Internship.This because by that time u will be well-versed both the clinical and non-clinical subjects of yur medical school curriculum and that will help to score high on the Steps as they r clinically oriented.
In order to get a list of the centers for USMLE in Russia go to the website ' www.prometric.com'.
