There are 4 types of medical registration (excluding specialist registration) for doctors who wish to practise medicine in Singapore. In general,
1. Full Registration
2. Temporary Registration
3. Conditional Registration
4. Provisional Registration
Full Registration:
Allows a doctor to practise on his own anywhere in Singapore.
Eligibility requirements:
holds an MBBS degree awarded by the National University of Singapore and a certificate of experience as proof of satisfactory completion of housemanship; or
who holds such qualifications as may be recognised by the Medical Council and a certificate of experience as proof of satisfactory completion of housemanship and satisfies the Medical Council that he has special knowledge and skills and sufficient experience in any particular branch of medicine.
Conditional Registration:
Allows a foreign-trained doctor to work only in a designated healthcare establishment, under the supervision of a fully registered medical practitioner.
Eligibility requirements:
holds a basic# medical degree from a university/ medical school listed in the Schedule of the Medical Registration Act; or
has a postgraduate or exit specialist qualification recognised by the Specialists Accreditation Board; and
has been selected for employment in a Singapore hospital/ institution/ medical practice approved by the Medical Council; and
holds a certificate of experience as proof of satisfactory completion of housemanship; and
is currently in active clinical practice; and
has passed such national licensing examination as required in the country where the basic medical degree was conferred; and has been certified to be in good standing by the overseas regulatory body or medical council equivalent.
Temporary Registration:
The Singapore Medical Council (SMC) grants temporary registration to the following groups:
Visiting experts here to perform medical or surgical procedures or conduct demonstrations on patients;
Foreign-trained doctors here for training attachments, research or postgraduate training in approved institutions, e.g. in restructured hospitals. They will be designated as clinical fellows or clinical observers.
Doctors without registrable qualifications to work in specialties/department where there is an acute shortage of doctors (Temporary Registration of Doctors in Areas of Need).
GENERAL REQUIREMENTS FOR TEMPORARY REGISTRATION:
The doctor must first be in active clinical practice; have an offer of a training position either as a Clinical Fellow or Clinical Observer in an approved healthcare institution in Singapore or In the case of visiting experts possess the pre-requisite knowledge, experience and skills and of international standing. In addition he must have:
a basic medical degree from an accredited medical university or medical school.
passed the relevent national licensing examination in the country of conferment of basic degree, where applicable.
evidence of at least 12 months housemanship/internship with a certificate of satisfactory completion of housemanship or equivalent;
been registered as a medical practitioner in the country where he is currently practising as a medical practitioner;
been certified to be of good standing by the Medical Council or the relevant national authority.
Provisional Registration:
Allows a medical graduate who wishes to obtain a certificate of experience to be employed as a house officer in one or more approved hospitals in Singapore for a period of 12 months.
Eligibility requirements:
holds an MBBS degree awarded by the National University of Singapore; or
holds a basic medical degree from a university/ medical school listed in the Schedule of the Medical Registration Act.
Registration of medical practitioners in Singapore is governed by the Medical Registration Act.

I donot find any mention about recognition of ECFMG Certification for registration of foreign doctors in Singapore.
However, if yur MBBS degree is from any medical school mentioned in the the List of Registrable Basic Medical Qualifications then u may apply for a provisional registration.
Also check if u can apply for a temporary registration in Singapore.
