visa issues are complex, involves things in the country you are applying,i got it after lot of struggle, so the one who has got from your country will be able to answer your question clearly.when and how will they issue.

visa issuing authorities need to see your letter telling that you are suppose to take the test in febuary, that you will get as soon as you apply and schedule your appointment,so once you get that, you can apply in visa office of your country.you can visit after getting visa anytime, just to show the visa office you should have a date of the exam, so have to apply for exam before you apply for visa.
hope i understood you question and answered appropiately, i am little confused if really this was the thing you wanted to know.

Unfortunately NO.
I have the visa letter from ECFMG , and sheduled the test in February (THE NEAREST DATE ),So if I apply for visa now and write that my test in February and in case they accept the application .My question is that what's the start date for visa will be ??IS it FEBRUARY ? or they will ask me to send my passport in February for issuing visa ?

i can tell you from my situation, there is nothing like visa date, B1/2 is 10yrs visa, so you can fly anytime after you got that label on your passport, thats what i got, then duration will be decided by the kind of letter you have when you fly to US and that can be anytime after your visa be it october, nov or febuary, but if you have only exam to appear for, it will be for 14days duration.

My concern because they used to give B1/B2 visa that is valid for 3 months only for some applicants .Anyway I'll make my visa interview in the midle of October and they'll tell my the most acurate answer.Thank you very much sackatdoc for your kindness.

yes 3-6months is validity for duration of one time stay in AMERICA, but the over all span that you can do such visits and stay can vary from 1yr to 10 yrs, i have 10yrs with me,
yes people in US embassy in your country will be able to give you accurate answers.
and you most welcome, also sorry for not having read properly that you already have permit, so go ahead, and lots of good luck for all this and the exam ahead.

Thanks for your nice wishes.I already asked some guys who had a visa interview ,but the problem I have is that the US embassy in my country (IRAQ) does not issue any visitor visa and they divert those who want to apply to the US embassy in Jordan. So I need a great luck.
