If u r submitting yur applications thro' services other than ERAS then only u may need USMLE transcripts.USMLE Transcripts include records of all the USMLE exam attempts whether passed or failed.They also include the exam scores.They do not include any performance profiles.

is it true that none of the programs will be considering applications sent outside eras for this years scramble.... eras largely limits the number of programs one can apply to...
doesnt the ECFMG certificate serve the purpose of a transcript and how long does the ECFMG take to give the transcript?

The programs usually only consider the applications sent thro' ERAS because the programs say that their e.mail boxes and faxes get clogged by the huge number of applications sent by agencies other than ERAS.The ERAS had also sent e.mails to applicants in this regard.

Your USMLE transcript includes the following:

.your name and other personal identification information including your date of birth;
.your complete results history of all Steps and Step Components that you took;
.your history of any examinations for which no results were reported;
.indication of whether you have previously taken the former NBME Parts I, II, or III, Federation Licensing Examination (FLEX), or ECFMG Clinical Skills Assessment (CSA);
.annotation(s) if you were provided with test accommodations;
.annotation(s) and information documenting classification of any scores as indeterminate;
.annotation(s) and information documenting any irregular behavior; and
.notation(s) of any actions taken against you by medical licensing authorities or other credentialing entities that have been reported to the FSMB Board Action Databank.

An ECFMG Certificate only contains the folowing:
.Exams Passed except Step-3
.Dates of Passing the Exams
.USMLE ID
.Name

So, an ECFMG certificate as such does not substitute for a USMLE Transcript.
ECFMG takes approximately four weeks for your request to be processed.U have to send a filled Form 172 i.e. a Request for an Official USMLE® Transcript.

can the usmle transcript be requested at an any point of taking the steps or is it essential to pass step 3 before requesting the same?

One can request USMLE Transcript from ECFMG after passing the USMLE Steps-1,2CK,2CS.
However, after passing the USMLE Step-3 one has to request a USMLE Transcript from the FSMB.
