A faculty is somebody that is part of any University-based program as a full time member. I don't know if they sponsor people, but they do Mentor students and residents, so it does not comprise IMGs doing observerships since you are not officially enrolled in the program, but if you know somebody who is a faculty you may ask them. Usually some are very nice with Observers, and can give you a couple of advice, but that is it

Link123 is talking about someone "faculty or an attending" to invite him/her for an observership in the hospital where he/she is interested.

Go to that hospital website, find a faculty memeber or an attending, send him/her an email asking him/her to accept you "Volunteering, shadowing, observing, etc." under his/her supervision and see what happens.

Sorry, if I didn't understand your question. About the programs, The One is right, don't let their negatives to dissapoint you, just insist and you'll find the right place to you
