Hi, I have done masters in internal medicine and cleared all the Usmle steps including step 3. Are there any chances of me, getting into fellowship programs without doing IM residency?

Yes, you have to have an evidence that you completed a residency in your home country to qualify for a fellowship position. Also remember that you can't get a license to practice your specialty in the US unless you have done your residency here.

Great, first decide which fellowship specialty you're looking for then see if the NRMP (http://www.nrmp.org) have it on there website. If not, try the FREIDA online website to locate your specialty (http://www.ama-assn.org/ama/pub/category/2997.html) then see what kind of match or process they look for upon application and the deadlines.
Good luck.

Yeah check out NRMP and the FREIDA for the list of fellowship options.

But remember you can NEVER practice in the US without doing residency here (although u may have done fellowship here) cos u wont get a 'licence to practise' unless u do residency here!
