any international medical graduates, who wants to practice any speciality in medicine should pass all USMLE exams and get ECFMG certification and 3-5 yrs residency training

Yes, u can.For that u first need to pass the three USMLE Steps-1,2CK,2CS.For application purposes u can visit the website : www.ecfmg.org .U can get yur medical Diploma certified thro' the ECFMG itself.U will have send a copy of yur medical Diploma alongwith yur photographs to the ECFMG.
After doing the above u will have to apply to the Obs & Gynae residency programs thro' the ERAS website.Obs & Gynae residency is quite competitive in the US,so u will have to get very high scores (>95) on both the Step-1 and Step-2CK and pass all the exams on the first attempt.
Yur PG in the yur home country will probably help u.U will have to do a full residency in Obs & Gynae here in America before u can get a license to practice here. This because yur PG in yur home country does not satisfy the US licensure requirements.
Good Luck!
