Matching and ranking

1- Is it OK (legal) to let a program know what I plan to rank them as?
2- If I don't tell them of my ranking order for them, but did, unequivocally, express to them my strong interests in their program, is that sufficient?
3- Or would there prefer me to ( are there expecting me to) state clearly my rank order for them?

2- Yes it's sufficent.
3- Whatever.. Just remember "No guarantees for a position if you do so".
So, don't put high stakes on this issue.
