i have yet to clear stepI, II. plannin to finish them by first august. then can i apply by sept for this years match. by wht date do i need to finish my exams n apply so tht a can try for this years match?

Well, if that's the case then you should know that results would take 2-4 months before they are out. You still can apply for programs with at least one step score, and by one I mean any.
The optimum date for IMGs to apply, even for AMGs, is Sep. 1st. So try to prepare everything or at least what you can prepare by that date, such as your resume, PS, Dean's letter, ERAS application and your test scores, if available. GL
