Yes, u can apply!
The problem will arise only if it is categorical IM program,then the PD may not give u good LORs to apply at the other program because of yur leaving their prog. midway.
However, if it is a prelim IM prog. then there will be no such problem.
It is pertinent to mention that one needs a year of IM residency to start a Neuro residency.
