passing USMLE without residency in USA

Hello
What value would USMLE be if all three steps are passed but no residency spot negotiated in USA?
are there alternatives to residency in USA , like in the Costa Rica for example?
Could a non clinical field of medicine be a new chance as public health, or clinical pathology or so?

Passing the USMLE can be used to get into residency in New Zealnad for instance, though they will ask you to pass another test (NZREX) before allowing you to apply for residency. I don't have any information about other parts of the world.
Clinical Pathology needs residency, so it's not an option if you want to opt out residency. Public health can be managed if you get a Masters or a PhD degree, both need GRE and TOEFL (for foreigners).

Ok, let me tell you, I have a postgraduate degree in healthcare management from UK, in addition to my MD, and I am looking into healthcare management, risk/ quality management , hospital management as future. What universities do provide courses for that? I am short of thesis to get a master degree .
I mean I did evaluate my degree from WES, so I do have some credits so any advice?

You can enter into a Masters degree, like a MPH for instance. For that you don't need USMLE, only GRE. Check with every university to see their requirements and where the masters is offered

Define the States that you would like to live in for at least 2 years, check for the universities in these states and apply for your field "health care management falls into the category of Public Health" see if you can use your credits to get in. GL
