A 72-year-old man is referred for evaluation because of a prostate-specific antigen (PSA) measurement of 7.8. On examination, the man has a very enlarged prostate without the presence of any abnormalities to suggest cancer. He has moderate-to-severe symptoms of prostatic obstruction and is carrying a residual urine of 160 cm3. Which of the following is the best course of action?
