Can I arrange my rank list completely according my preferance? I know my chance is much better in one that I don't like . If I put that program on 4th position, will that hurt my chances of getting it? ( the program has 2 spot.)I don't like to lower my chance to be match.

And don't worry at all, you won't harm your chances in that specific program if you rank them 4 or 10.
