hi i want to knw that if for visa reasons someone is unable to enter USA in time for his step 2 CS , is there any way of getting the step 2 cs fee back or its not refundable?

Ye, in case of Visa rejection yur fees may be refunded by the ECFMG .Contact the ECFMG at the earliest.
U may also reschedule yur test and in the meanwhile apply again.
