I think it wud be better to first concentrate on yur remaining two USMLE Steps and pass them on yur first attempt with an excellent score on Step-2CK.After u take the Step-2CS test u can apply for and do research.
The eligibility criteria for research r just that one shud be an MD or MD+PhD.So, in that way u r eligible.Research programs donot need u to pass the USMLE Steps.
The visa options r B1/B2 visitor visa,J1 Research Visa,and H1b visa.
On B1/B2 Visa u can only volunteer for research and cannot get paid.
On J1 research and an H1b visa u can get employed and get paid. But, there u have to sign a contract as well.
U can apply to the various hopitals for clinical research positions.Just visit their websites and send emails to the research coordinatorsof these hopitals. These r he same hospitals which offer residency positions.
For post-doctoral fellow positions in basic sciences rsearch u can also visit the websites of medical schools and universities and send e.mails to them. Here is a link for the research ranking of the best US medical schools:
http://grad-schools.usnews.rankingsandreviews.com/best-graduate-schools/top-medical-schools/research-rankings
But, most of them need u to have a previous research experieince.U can also search on the PubMed for the research works of the professors of these universities and schools and yur emails to them.U can visit the website:www.postdocjobs.com to view various post-doc positions.
So, u donot need to be in the US to find such positions.U can simply call or email the various institutes regarding it.
One more way is to apply for observerships in the US hospitals and later find some opportunity for a research position in that same hospital.
This all is easier said than done.To find a paid research postion demands a lot of hardwork.
Good Luck!

USCE includes Observerships, externships, and electives or any years of US residency experience.
Research is not a USCE but a totally different entity.
Generally, Research experience is desired by University based academic programs and USCE is desired by the community programs. So,Research experience will help more at university programs. If accompanied by publications then that is the best combination. An LOR from yur Research mentor will also be very helpful.
So, research experience will help in getting a residency spot,,and will also be very useful when u r applying to fellowships after completing yur residency.
Good Luck and Best Regards!
