Does it make sense to apply to those programs during Scramble which rejected your application in the regular match season , as 15 of the 45 programs you can apply in eras scramble are to be the ones you initially applied to?

Ye, one can apply to any program having an unfilled position.Scramble works on First Come,First Served basis.
