I am interested in doing more moonlighting during my residency so that I can earn more money, meanwhile gain experience before graduation. Where can I find the list of states that allow IMGs to moonlight outside of their hospitals?

First, there's no such a list. Check FREIDA for the moonlighting policies of each program, and in case programs dosn't have the info there then try to contact them individualy.
Second, if you hold a J1 visa there will be lotsa restrictions on moonlighting, while if you hold an H1b it would be easier.
Finaly, state rules & regulations do apply in this particular issue, that's why it's important to discuss it with other residents and faculty members.

First of all: with a J1 viasa you are not allowed to moonlight, unless it is inside the institution and it is a very small number of programs that allow that.
Second: You can only moonlight on a H1b visa, if allowed by the rogram, and most of the time inside the institution
