what's the eligibilty requirement for IMGs to take step 3 and what's the application process for IMG ?
An IMG must be ECFMG Certified before he/she can apply for Step-3 exam.There r some states like Virginia,Connecticut,etc. which will allow IMG's to take Step-3 without having any US PG training.Once u pass Step-3 by registering with any state it will be considered valid by all the states.

U just have to apply thro' the FSMB and choose the state board thro' which u want to apply for yur Step-3 exam there.

Are the dates easily available at prometric centre or difficult to get after approval of application by FSMB ?

This is what the FSMB says:
"The FSMB processes USMLE Step 3 applications in the order they are received.
If you submit your application online, the FSMB will begin processing your application within 2-3 business days. However, your online application cannot be completed until the FSMB receives the Certification of Identity form and any other required document(s) that you must mail to our offices. Once the document(s) arrive, your application will be completed within approximately 3-5 business days after receiving all documents and meeting all requirements."
"For reasons involving verification of the postgraduate training required by most boards to sit Step 3, eligibility periods are assigned immediately once your application has been processed and approved."
Also,dates usually open up regularly,so do not worry about that.
