I know step 1 and 2 should be passed within a time limit of 7 years. And after that we get ecfmg certification. Now after that is there a time limit by which we need to pass step 3?

This is what the USMLE says regarding it:
"The USMLE program recommends to medical licensing authorities that they:
require the dates of passing the Step 1, Step 2, and Step 3 examinations to occur within a seven-year period."
It further says:
"For purposes of medical licensure in the United States, any time limit to complete the USMLE is established by the state medical boards. Most, but not all, use the recommended seven years as the time limit for completion of the full USMLE sequence."
So,most State Licensing Authorities require you to pass all these exams within a seven year period.
I think that answers your question.

What should I do? Do different state medical boards have different rules ? How do we find out?

Go to the www.fsmb.org,and visit the individual state medical board websites there to find their rules regarding it.
By the way,why do not you just take your step-3 now before this 7 year period ends for you?

I think there are many states like Virginia,etc. which allow upto 10 years to complete the usmle exam steps.So, do not worry.
Initial means the "first" licensure u need to have in order to practice i.e., to do residency.
You can then apply for susequent licensures in many states after the completion of residency,fellowship,etc.

Once you r licenced by one state,then that initial licensure is recognised by all the states.

I did call the office of my state medical licensing office. I was onhold for 30 min or so, and then finally had to leave a message. I will let everybody know [if it comes of any help to others] what the OFFICIALS say !
