Wy Does ECFMG Allow Retakes on Steps?

If programs do not consider applicants with multiple attempts on step-1 and 2 then why does ECFMG allow retakes? Allow only one take and let others find an alternative employement,instead of wasting our money. It is funny doing a drivers job with ECFMG certification!

I think it is only a ploy to earn money from the aspiring residents.
When they know that multiple attempts dash the hopes of applicants of entering into residency programs then there is no reason y they shud allow multiple attempts on steps.

America is a capitalist nation so earning money is its sole priority.Bothering about the interests of the needy people is the last thing they wud like to do.
